Implications and next questions

Foundations: where would additional grantee support or relationship development help? Associations: which members need targeted assistance, and what evidence would help a sponsor decide to support them?

Before choosing priorities, confirm current local conditions, the populations each organization serves and the funding sources missing from these records. Reported activities are not independently measured outcomes.

This edition covers six things, each dated to its own source:

Filings run about two years behind, so read each section against its date. Every section names its sources and limits underneath it.

What your grantees reported

From each grantee's public IRS filing, the program accomplishments it reported. 111 of your 119 grantees in 2021 to 2023 have a Form 990 or 990-EZ on file; 110 describe their programs in it.

Program spending, for the 108 grantees with two filings: $2,598,506,625 in the latest year against $2,399,063,984 the year before. 73 spent more and 35 spent less; the median grantee changed +6%.

In their own words

Sources and limits: Part III of each grantee's IRS Form 990 or 990-EZ (and Schedule O where Part III points there), via the IRS e-file index and the GivingTuesday 990 data lake. These are outputs as grantees wrote them, not measured outcomes, and they are not verified. Within one filing each kind of person counts once, at the largest number given; kinds are not added together. One large grantee can swing a total, so the up and down counts are the steadier read. Grantees filing a 990-N postcard report no programs. Filings run one to two years behind.

Funding context: $151,429,167 in 2023 private-foundation grants reached the area's 4,745 education, human-services and health nonprofits. Separately, the survey estimates 2,766,197 Texas adults 25 and over without a high school diploma. These populations and funding purposes are not aligned closely enough to describe the funding as dollars addressing that specific need.

Places to investigate further

Exploratory comparison. The funding totals cover all three sectors, not just adult education. Nonprofit addresses may differ from service areas. Read the figures side by side; they do not measure funding adequacy for adults without a diploma.

Survey: 2020 to 2024. Broad-sector private-foundation funding: 2023.

This historical exploratory shortlist selected places with at least 10,000 residents using broad-sector foundation dollars divided by adults without a diploma, then ranked them by that adult population. That screening ratio does not isolate funding for adult education; it is not a needs-based allocation recommendation.

Sources and limits: American Community Survey five-year estimates via Census Reporter; IRS Form 990-PF itemized grants and the IRS exempt organization master file. Nonprofits are placed by the city on their IRS record, a mailing address; 98% of the area's 4,745 nonprofits matched a Census place. Foundation dollars carry the gap map's limits: private foundations only, and only grants tied to an organization. 211 call data and intake counts are not yet included.

Where foundation money is thin in your area

Area: Education, Human services, Health care, in Texas. Nonprofits with revenue of $100,000 to $10,000,000. Private-foundation grants in 2023 (the latest complete filing year), with 2021 to 2023 for whether an organization was funded at all.

Across the area: 4,745 organizations; 1,806 (38%) received at least one visible foundation grant in those three years; $151,429,167 in 2023, about $31,913 per organization.

A row appears when its funded share is below the area's and its dollars per organization are under half the area's, ranked by how many of its organizations had no visible foundation grant. Kinds of work and places with fewer than 15 organizations are counted in the area totals but not listed. Not counted at all: parent-teacher groups, alumni associations, professional societies and single-organization support groups.

Sources and limits: IRS Form 990-PF itemized grants and the IRS exempt organization master file. Private foundations only; community foundation, public charity, government, corporate and individual giving are not included. 57% of $3,137,577,345 in 2023 foundation grants to recipients in Texas could be tied to a specific organization; the rest are not counted. As of the 2023 filing year.

Places are Census places matched to the city on each nonprofit's IRS record, a mailing address; 98% of the area's nonprofits matched one.

What the foundations beside you took on

Foundations beside you are the 75 private foundations that funded two or more of your grantees in 2021 and 2022. In 2023 they made 588 grants, $25,786,499 in total, typically $15,000, to nonprofits in Texas with budgets of $100,000 to $10,000,000 that they had not funded in the two years before.

Sources and limits: private-foundation grants itemized on IRS Form 990-PF and tied to an organization; a budget is the nonprofit's total expenses as recorded with its grants. As of the 2023 filing year.

Texas, as seen in filings

Of the 3,955 nonprofits in Texas with budgets of $100,000 to $10,000,000 that received a visible private-foundation grant in 2023, 3,343 (85%) received more than half of that foundation support from one foundation.

Sources and limits: foundation support only, from private-foundation grants itemized on IRS Form 990-PF and tied to an organization; government, individual and earned revenue are not in it. As of the 2023 filing year.

Organizations to explore beyond the grantees in these records

Start with mission and program fit: explore organizations whose reported areas of work align with your focus, then confirm what their current programs do and whom they serve. This is a starting list for research and conversations, not a recommendation to fund or a judgment of quality.

Selection uses matching NTEE focus groups, mailing-address states and reported annual revenue of $100,000 to $10 million. The list rotates across the selected focus groups. Within each group, exact NTEE matches to the known group and matching mailing cities appear first, followed by location and classification; foundation counts do not determine rank. These are broad relevance signals, not verified program or service-area matches.

Known recipients in the reviewed award window and organizations resolved from the supplied list are excluded. Reconcile this list against your current grantee or member roster before outreach. Absence from these records does not establish that you have never funded an organization or that it is not a member.

Sources and limits: IRS nonprofit master-file classifications, addresses and revenue, plus recipient-matched Form 990-PF awards for 2021 to 2023. Revenue is the available master-file value, not a verified current budget. Mailing address is not service geography. Unmatched awards and other funding sources are outside this view.
